The conference on Dak Lak investment promotion 2019 took place in Buon Ma Thuot City on March 10^th, with the participation of Mr. Truong Hoa Binh – the Politburo member, Permanent Deputy Prime Minister; Mr. Nguyen Xuan Cuong – Member of the Party Central Committee, Minister of Agriculture and Rural Development; Mr. Tran Tuan Anh – Member of the Party Central Committee, Minister of Industry and Trade; Mr. Tran Hong Ha -  Member of the Party Central Committee, Minister of Natural Resources and Environment; Mr. Le Minh Hung - Member of the Party Central Committee, Governor of the State Bank of Vietnam; leaders of Ministries, central agencies, delegations of embassies, consulate generals, domestic and international investors. For Dak Lak side, the Conference had the presence of Mr. Eban Y Phu, Secretary of the Provincial Party Committee; Mr. Pham Minh Tan, Standing Deputy Secretary of the Provincial Party Committee; Mr. Tran Quoc Cuong, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee; Mr. Y Bier Nie, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Pham Ngoc Nghi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and members of the Provincial Standing Party Committee.

Addressing the conference, Mr. Pham Ngoc Nghi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized Dak Lak’s potentials for high-tech agricultural development, ecotourism, solar power, wind power, consumption market. Dak Lak has clearly defined that investment environment is a leading factor which decides the result of investment attraction; therefore, Dak Lak has implemented many specific and drastic actions in order to improve the investment environment. 

Mr. Pham Ngoc Nghi said that Dak Lak investment promotion conference 2019 is a forum to exchange, discuss the potential, mechanism and policies and a chance for investors who want to learn about investment opportunities in the fields of high-tech agriculture, renewable energy, and urban infrastructure investment. Simultaneously, he pledged that Dak Lak Provincial People’s Committee shall accompany investors to, projects which granted investment policy will soon “bear fruit” and he hoped that the cooperation with ministries and sectors will create favorable conditions for businesses and be a foundation for faster and sustainable development of Dak Lak.

At the conference, experts reaffirmed that Dak Lak province owns many potentials and strengths, but they have not been effectively exploited. Moreover, Dak Lak still faces many challenges, especially market mechanism, climate change. In order to promote its advantages, Dak Lak provincial leaders need to change their thinking with a focus on developing the processing industry; attaching importance to chain linkages in agricultural production and tourism development associated with ethnic groups' culture.

Signing the cooperation programs at the conference

At the event, Dak Lak Provincial People’s Committee signed the cooperation program with Ministry of Agriculture and Rural Development on coordination in agriculture and rural development to 2025; with Ministry of Industry and Trade on building and developing Buon Ma Thuot Coffee brand and Dak Lak’s avocado; with Ministry of Planning and Investment on increasing investment promotion in Dak Lak.

To hand over investment policy decisions for 40 projects at the conference

Under the witness of Deputy Prime Minister Truong Hoa Bình and ministries, central agencies, Dak Lak Provincial People’s Committee handed over in-principal approvals, investment registration certificates and memoranda of understanding for 40 projects with the total of registered investment reaching VND 71,619 billion.

Concluding the conference, Deputy Prime Minister Truong Hoa Binh highly spoke of Dak Lak’s achievements and development over the past few years. However, he evaluated that Dak Lak is still a difficult province. Therefore, Dak Lak should continue innovating its mindset and vision to get a faster growth in the future. Additionally, Dak Lak should reaffirm its position as one of the country’s largest provinces and its coffee capital which is not only famous in Vietnam but around the world and get faster economic growth rate compared to nationwide. To reach the goal, Dak Lak must create and have new methods. Dak Lak needs to create a master plan for its economic sectors, urban development, and infrastructure, in line with regional and national master plans, tourism development as a leading industry; invest in high-value added industry but also focus on other sectors using local labor force; pay attention to preserving traditional crafts.

To boost investment attraction in rural agriculture, restructure agricultural sector towards green and organic agriculture; forest plantation development; apply advanced science and technology and techniques into production and processing; speed up deep processing to improve the added value; build and promote important brands and products of the province, develop coffee production and trading according to the value chain to make Buon Ma Thuot coffee become a high value-added product, a product of world-class strength.

 In addition, Deputy Prime Minister President suggested Dak Lak province  continue improving business environment; calling for investment in terms of culture-economy-society; linking the value chain with other provinces in the Central Highlands, South Central Coast, Southern provinces of Laos and provinces of Cambodia with the aim of meeting requirements of the new situation.
